ファイルのフィルター機能の動作を変更しました。

※設定のフィルターは、設定ファイルのディレクトリからの相対パスを検査するようになっています。
　うまく相対パスが読めない場合は絶対パスになります。
　フィルターしたファイルは、ECS991で確認できます。
