New features / Bug Fixes:
- The command 'dotnet newtool' only creates, builds and runs the created tool, and did not start any IDE
- You have now three options to start VS-Code, Visual Studio 2019 or JetBrains Rider after generating your tool.
- You can use more than one start up IDE option, so you can start multiple IDE's after the tool was generated.
- You have now the possibility to save a created tool as json
- You can now create a dotnet tool from an already serialized dotnet tool from json.
- Bug fixes with multiple any many sub commands
- No freezing console if generated solution was not buildable

Prerequisites
- .NET Core 3.0 SDK or higher
